Add a server side cvar to disable being able to naming teams

Pugs have had a re-occurring issue with people naming their teams slurs, I don't need to explain why this is bad.
We really don't want to have pugs or games in general be able to have slurs as team names, especially since we increased the character limit to 12.

I'd also like to have a client side option for people to hide custom team names, so they default to the teams color instead of showing custom names.

This is overkill. We should instead get rid of players who name teams slurs. It's the same as typing slurs in chat. They get sent on a vacation.

@CarlJosell I partly disagree, enforcing hardcoded moderation should be discouraged, moderation should be handled either case by case basis, or externally, e.g. banning them on the passtime Discord, or via player reports.

I do recommend the option for players to utilise the steam integrated chat filters which is already part of the game. Just not applied to team names.

Community moderation is the main and most effective in large communities. Taking the responsibility here ourselves is going to create unnecessary treadmill work.

Take example of vote kicking in TF2, when quickplay was active and votekicking worked server wide with player communications, both teams were able to coordinate in kicking offenders.

This is opposed to the initial release casual, where votekicking was a huge problem for a long time, enabling offenders to go free.

In the end, i think we could instead give our players the tools to moderate themselves.

There is no harm in disabling tournament names but keeping the tournament functionality.

That is true - disabling, or having the functionality to disable the tournament naming isn't a big deal.

I wanted to voice my opinion on the philosophy behind the choice of including ourselves in player moderation directly through the game code and why I believe it isn't the right choice, to give an idea on future choices where this might be much more relevant.

I'm not against the main idea of this issue myself - I am okay in this being implemented, after all, this is exactly what I support, giving players the control.

idk if it was clear but I'd like it to be a server side cvar, so server owners/hosters can choose themselves to turn it on and off.

During actual tournament matches I don't see why this would be set to 1, but in some scenarios we can't find back who set the teamnames to a slur, so we'd not even be able to ban/punish people for setting teamnames to a slur.

I wouldn't want to remove a feature of team naming, I'd MUCH prefer if it was on cvar, best case scenario we don't have to deal with a lot of bullshit people do because they are still living the past and think racial slurs are funny.
