Add DC Exporter to bootstrapped data

As it is now almost a core component of the platform, I've added some optional switches to the Bootstrap command line script to create the associated application, instance and service. It works on the same model than what is currently done for the Datacore.

@tbroyer if it looks good to you, I'll update my PR to add these modifications.
