Rename "Region" in db to "CrucibleRegion"

As @davepacheco identified, this has a name collision with the RFD 24 definition: https://rfd.shared.oxide.computer/rfd/0024#_region , which is a "collection of AZs".

Rust modules can help disambiguate, but the DB name should be explicit.
