This addresses oxidecomputer/hubris#2335 by allowing the SP to report the reason for a power state change. It adds
MgsRequest::GetPowerStateWithReasonand adds an. Edit: I removedSpStateV4struct that contains a reasonSpStateV4as discussed offline, to avoid messing with an update-critical interface.
