feat(lang_server): Provide a rule documentation link in the quick fix menu for oxlint violations

ESLint provides a documentation link in the quick fixes, which I think is pretty useful:

I realize I can also click the violation note hover to go to the oxc docs, but I think this is pretty useful as being keyboard-accessible.

Note that #14243 may regress if we implement this because it checks that there are only 2 fixes, so be careful with that :)

We kind of already have this - hovering the diagnostic, and clicking the link launches the docs

Yeah, the problem is just that that can't be accessed via the keyboard like a quick fix option (or at least not easily).
