Support Oxfmt

Now that oxfmt is published as NPM package and getting closer and closer to a release, it'd be great if the IntelliJ plugin could support it as well.

Another step would be to disable either linter or formatter (for the case that someone wants to use the linter only)

on VSCode Side you can use the settings.json configuration to support the formatting:

Created #312 which has some support for Oxfmt, but it's far from complete. I think the key parts are there, but a lot of the text still says "Oxlint" instead of "Oxfmt". And it runs a language server for Oxlint and one for Oxfmt.

A few things that I believe are working.

1. Format on save.
2. Format with the Code > Reformat Code action.
3. Right click and "Apply Oxfmt quick fixes" to reformat (text needs to be updated to not just be a copy of the linter text).

I wouldn't really recommend anybody use it for anything real, but if for some reason somebody wants to give it a try anyways you can get the most recent build with Oxfmt support with these steps.

1. Go to Oxfmt support #312.
2. Click on the Build / Build (pull_request) link in the actions summary.
3. Click on the Summary button at the top left.
4. Scroll down and download the oxc-intellij-plugin-x.y.z.zip file.
5. Go into IntelliJ and install the plugin from the local zip. https://www.jetbrains.com/help/idea/managing-plugins.html#install_plugin_from_disk
