Repos in overture.p2.inf no longer valid since bintray.com shutdown #790

Description
bintray.com shutdown. 'Overture' and 'Overture-Development' have broken links in repo locations. This causes errors on a new installation when opening 'Available Software Sites'.
Steps to Reproduce
- Help > Install New Software...
- Work with: > --All Available Sites--
Expected behavior: Select packages
Actual behavior: error messages unable to contact dl.bintray.com. Details show unable to find content.xml.
Reproduces how often: 100% until mitigation (disable Overture repo)

Mitigation: Window > Preferences > Install/Update > Available Software Sites > disable any locations using dl.bintray.com (i.e. 'Overture' and 'Overture Development' repos
