What does this PR do?
Create and implement an initial base version of
bun-polyfillspackage. The polyfills part of this branch is not finished.This also includes some fixes to
bun-typesto allow polyfills to match, syncing these being main reason for this PR, as these type changes are needed for the next Bun release. @Jarred-Sumner this includes the type changes for #4054There are not and will not be any changes outside those 2 packages in the polyfills branch. Work on the main bun code necessary for supporting polyfills will be done in separate branches for organization and merge conflict prevention.

N/A Unfinished. Polyfills test integration will be done later.
