New front-end framework

Skeleton (http://getskeleton.com/) appears to be deprecated. No new version has been released in 3 years and the framework doesn't support fancy new HTML5 input types. Time to choose a new framework.

Current cadidates are:

• Picnic CSS
• Spectre.css

I've moved the front-end over to Pure CSS. The only thing remaining is to load the framework from the local server, not from a CDN.
