Liga Polska Manager '97 - installer doesn't work

I am trying to run the installer of Liga Polska Manager '97, but every time I run the installer I get the message "An error occured while initializing string resources used by Setup", and then I get a message that the installation has failed. This game can be downloaded from here - https://archive.org/details/LIGAPL97
