Add benefits/impact questions to TI funding request template

From our Q2 2024 TI funding request reviews, common questions asked to submitted requests revolved around why the requested effort is beneficial to the project/broader OpenSSF ecosystem, and what the impact of not funding is. These questions should become part of the default template as they provide important motivation and context, and help the TAC in prioritizing requests.

Is there an OSSF staff member helping run TI requests that can help with this update? I believe the language needs changed in the https://github.com/ossf/tac/blob/main/process/TI%20Funding%20Request%20Process.md and then in the Issue template for TI Funding request. Would be outstanding to have this in place for Q4 reviews. Thanks!!
