Description
Currently MsgBeginUnlocking begins unlocking all the coins of a user, while MsgBeginUnlockPeriodLock unlocks the coins of a specific lockID.
I think this is a bit confusing.
I think instead
MsgBeginUnlocking should be for a specific lock, while MsgBeginUnlockingAll should unlock all locks of a user.
