Exempt cuisine=bar&grill from TagFix_BadValue

As much as i wish they would have just used cuisine=grill, cuisine=bar&grill is now in the NSI for 7 different restaurants, so it should probably be added to the exemption list.

At 378 cases worldwide, I hope to remain hopeful someone will update the wiki and nsi to change this value before it becomes widespread :)
