Bugfix for conda build recipe

Stable and Testes

CI/CD Testing is now complete and should work. (Packaging and upload with pip and conda)

Cartopy optional.

Tests expanded.

New Plots available: Histogram and Windrose.

In this release, we made cartopy an optional package.

Furthermore, tests have been added and the continous integration pipeline has been set up.
