Bot-published dumb modules polluting the registry

There are literally thousands of "dumb" modules in registry.

As an example, look at these profiles:

• https://www.npmjs.com/~an-node
• https://www.npmjs.com/~cookiegraves

That's 4600 packages just for these two users bots! 😨

I'm not sure what's the intent of this as the packages don't seem malicious at all. And the names are so dumb, it can't be some kind of name squatting.

Nevertheless, this muck pollutes the search results on the registry and make searching a real pain past the first page of results.

Any chance the registry could be purged of these - and probably thousands others like them?
