Show annotations in the Job ui, since they are easily missed in the Summary ui

Jobs can produce annotations/summaries, but these only get displayed in the top-level "Workflow summary", which is easily missed. If a job produces "rich" output, the job ui should display it too, since it is contextually relevant to the job.

Example of a poor UX:

People see a failing check in their PR and click Details:

They get taken to the raw logs, with no indication there was a rich summary/annotation generated by this job- this can be overwhelming if the output is verbose:

Users have to know to navigate "up" to the workflow summary to see the nice output for the job, which is not intuitive:

I think this same Annotations ui should be rendered on the job page- maybe even at the top above the log output. If the goal of annotations is to make it easier to consume the result of a job (especially for contributors less familiar with the job's implementation), I think it's falling short here.
