Regression in implementing #278

cf update-service --upgrade fails systematically e.g. with message

Custom Noop message: plan upgrade from default to default are not supported, please prefer creating a new Foo instance and export/import your data into it.

Fix regression #354

CF CC aays provides previous_value field. BoshServiceProvisionningTest was not providing default_value for maintenance_info, hence not detecting the issue.
