[Question] How to force `History` button to appear even if it's not being used

CentOS Linux release 7.6.1810
Opengrok-1.2.8
Tomcat 9
NO Version Control (Have script to sync repo to directory)

In the older version, History and Annotate are present but not clickable vs the newer layout.

Users have a script to remap History/Annotate to link directly to our GitHub instance. It would be nice to maintain the same UI for users.

Seems like there's no easy way to insert the History link in the bar where it used to exist?
What does trigger the History link to appear? The presence of a Git source directory and a historycache?

The isHistoryEnabled() means you have to run indexer with -H, the hasHistory() calls into repository level - basically it has to be working a "checkout".

What restricts the users to modify their scripts to add the History and Annotate buttons themselfs linked to the github?
