move code added to web/utils.js to domReadyHistory()

As @kahatlen noted in #1077 the code added to web/utils.js in cset 3a88edd could probably be moved into the domReadyHistory() function. Then it is only executed in the history page.

Personally I'd delete this domReady stuff. All of these can be better with either java (some ifs for the current prefix and then loading the file) or javascript (test for the url prefix and then execute the code). The performance won'ť be problem for our small javascript I think.

This domReady is problem because

• it's global variable
• developer needs to know that this exists and update it when new code arrives
• we can't just move the code to the bottom of the page (move scripts to the bottom of the page #1455) as this may have some conflicts
