Adds New Native Image platform.
Implements RISCV64LLVMPlatformSpecific.
Adds some mock classes for the RISC-V Hotspot Backend to be able to run some part Native Image on RISC-V to generate the CAPCaches.
Adds Platform specific nodes of the analysis phase (e.g. RISCV64VAListSnippets).
Adds CPUFeatures and libChelper for RISC-V.
