Add OUD 11.1.2.3 build scripts

Hi

Although OUD 11.1.2.3.0 is slightly outdated it can be used to test and verify OUD migration and upgrade use cases. I would like to provide an update for OUD 11.1.2.3 including a couple of enhancements like samples etc.

Still on the todo list. It haven’t been prioritised yet as it is my own request. Add a comment or like the issue, if it is a urgent need to have an OUD 11c build scripts.
