@leigh-pointer can you please provide some more details on the version of Oqtane, hosting model, database, etc...

I was able to reproduce using the dev branch running on Blazor Server (Oqtane 3.0.0) however Oqtane 3.0.0 does not contain any changes which would affect this area, so I tested on an Oqtane 2.3.1 installation and the problem exists there as well. So I believe this is related to Bootstrap 5 and perhaps some breaking changes in its behavior which affected the Blazor Theme and should be resolved in the related Theme.css file.

@sbwalker I have just installed preview so I will see if I can fix the issue.
