opm generates binary-less dockerfiles

With the merge of operator-framework/operator-lifecycle-manager#3019 olmv0 is capable of handling binary-less catalogsources, allowing them to be smaller and simpler.

Since opm currently has the capability to generate dockerfiles, it should be able to generate both the self-serving and binary-less types.
