History command, `!!`, crashes when not used with at-mention

Looks like a parser issue:

[vanstee]

This works as expected, I was just not thinking about how !! would be run as @cog: ! which wouldn't be parsed correctly. To run this history command with out an at-mention you have to run !!!.
