Ombrella issue to Improve redirects mgmt

This is the ombrella issue to gather a few bug fixes and improvements we want to do in 9.7.0 around redirect handling.

@veloman-yunkan I think I have gathered here the issue which should be implemented to fix many of our problems around redirects in milestone 9.7.0. At this stage, the overall path to solve these issue is relatively clear. I feel we are ready to move forward with the implementation.

While I see #1048 being about reducing memory usage, I don't see anything about the time it takes to resolve simple redirects (redirects to an entry already present) as shown in #1058. Sure it was hundreds of millions of redirects, but to a single entry already added… 40+mn for resolving this seems odd.

@veloman-yunkan is this something that has already been fixed in recent PRs, or will be in one of those above, or simply something that is just normal and to be expected ? Or should we open another ticket?
