dockerd: Unable to install on x86/64: ca-certificate conflicts with ca-bundle

Steps to Reproduce

1. make menuconfig
2. Select luci-app-dockerman
3. make
4. Watch the install step fail because the pulled ca-certificate dep conflicts with ca-bundle

Actual Behaviour

I would like to be able to install dockerd (through luci-app-dockerman) but it pulls in ca-certificates which conflicts with ca-bundle which is installed too by default, with no way to disabling either.

Showing me that

I can confirm that applying the commits from openwrt/openwrt#21288 fix the issue for me and I end up with a functional image.
