For odhcpd, an empty "dhcpv4" is equivalent to "disabled", but for dnsmasq, an empty "dhcpv4" is equivalent to "enabled", so an empty "dhcpv4" is ambiguous. Fixes openwrt/openwrt#21220 Signed-off-by: Liangbin Lian <jjm2473@gmail.com>
