25.12 Luci cant adjust now tx power on wifi for some unknown reason

Is there an existing issue for this?

• I have searched among all existing issues (including closed issues)

I have very close laptop to router so i dont need any TX power. it worked on 23, 24 series now is broken.

uci set wireless.radio1.txpower='0'

Actual behaviour

transmiting 23 dbm instead of 0

Expected behaviour

It should transmit minimal possible tx power which is builtin in chip
