DRAFT: Upgrade to VS2022 toolchain

• Upgraded project files
• UTF8 file encoding in couple places

This is not yet run, all shared dependencies not analysed

• Some libraries like Boost should be moved out of source control and upgraded, otherwise there compiler warnings.
• Remove post-build events
• Optionally migrate to CMake

Thanks @kant2002. Note however that this codebase has not been used in a long time, bringing it back to life may not be the most useful use of time.
