Many KartaView images not found (HTTP 404)

How to reproduce the issue?

1. Navigate to the URL.
2. Do not pan the map! Enable the KartaView layer and click on the blue marker in the center.
   • An image will load without problems.
3. Now try with any of the neighboring KartaView dots.
   • Images fail to load with HTTP 404 errors, e.g. on this URL.

This is really an issue on their side, as iD was just trying to load one of the image URLs reported by their API. I've now changed it to load the full resolution photo instead, which should circumvent the problem at the cost of slightly slower load times (but with the additional benefit of being able to zoom in further on the photos).

Additionally, they seem to have an additional bug on their backend which does not properly redirect requests to all storage servers correctly anymore (see also 6bae24f).
