Request for HQC Feature branch

I'd like to create a feature branch for the HQC algorithm. Its not standardized yet, but it would be good to record and maintain the work done on it to date, so that when NIST standardizes it, we will be closer to a ready-to-merge state

The feature should implement the HQC algorithm, eventually as codified by the NIST standard, but for now conforming to the specification outlined here:

estimated time to completion: unknown, but currently we have pending work in place that implements keygen for the specification (passing provided HQC KATS tests). Encode/Decode work is available, but given that there is not serialized specification, thats just a guess. Encap/Decap work is still pending
