Meson 1.12.1 no longer fails `meson dist --include-subprojects` with unpromoted subprojects. Bump bintool Meson requirement to 1.12.1 and reinstate macOS version check removed in ac795f1. Signed-off-by: Benjamin Gilbert <bgilbert@cs.cmu.edu>
