[WIP] Update and test COO jobs

• The multistage param is for testing with the Konflux build and will be removed after the jobs are run.
• The other changes is to add missing Tracing plugin step in the OCP 4.20 stage job.
• The motivation of this PR is to generate test data which will be populated and shown in the component readiness dashboard we are working on for COO.

@danielmellado Done, mulitstage vars are just for testing, the stage jobs require the vars to be passed with the Konflux FBC image. Once the test is done, the vars will be removed.
