update Packet UPI for Equinix Metal rename

This is a documentation update for the Equinix Metal UPI (based on the Packet terraform provider). This PR only updates the text and links in the relevant README.md and install_upi.md.

I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
