This enhnacement is focusing on Phase 1 and the transition to Phase 2.
Phase 2 is covered by the upstream [Kubernetes SWAP] enhnacements.

#### Phase 1 - Out-Of-Tree SWAP with WASP

[WASP Agent] is a component which is providing an [OCI hook] to enable
SWAP for selected containers hosting virtual machines.
* **Phase 2** - OpenShift Virtualization will transition to [Kubernetes SWAP] (in-tree).
OpenShift will allow using SWAP only for CNV users, that is,
whenever OpenShift Virtualization is installed on the cluster.
In this phase, WASP would still be used as an auxiliary tool, e.g.
for swap-based evictions.
* **Phase 3** - OpenShift will GA SWAP for every user, even if OpenShift Virtualization
is not installed on the cluster.
In addition, WASP will be dropped in favor of GAed Kubernetes mechanisms.
