Fix e2e tests by increasing cluster operator stabilization timeout after a change that has slowed down the Cluster etcd Operator stabilization: openshift/cluster-etcd-operator#1540

This is a stacked PR on top of #394
(Only the last two commits are relevant)

So that one needs to merge first

- Corrected the typo in the function name from `formatClusterOperatorsCondtions` to `formatClusterOperatorsConditions`.
- Enhanced the logic in `formatClusterOperatorsConditions` to provide clearer messages based on cluster operator status.
- Updated the criteria for determining operator availability, progressing, and degraded states to use a stabilisation window for better accuracy.
