Development guide doc mentions wrong target to run all unit tests (make go-tests)

Please describe what should be documented

In https://github.com/openservicemesh/osm/tree/main/docs/development_guide#unit-tests

To run all unit tests you can use the following Makefile target:

make go-tests

This target does not exist. It should be:

make go-test
