[BUG] tenant link is not hide when new navigation is enabled

What is the bug?

In #1960, when tenant is disabled in yml file, tenants tab/link will hide, this is piece of logic is missing when new navigation is enabled

How can one reproduce the bug?

1. go to http://localhost:5601/app/settings set Use New Home Page On
2. add opensearch_security.multitenancy.enabled: false to opensearch_dashboards.yml file
3. go to http://localhost:5601/app/data_administration_landing page, Tenants show on left navigation

What is the expected behavior?
Tenants link should be hidden
