Streamline installation of parallel decompressors#525

Description

With larger data corpora, parallel decompressors can reduce the time it takes to run a workload substantially. OSB supports pbzip2 and pigz, but these may not be installed on all platforms. It will help to install these when OSB is installed, where possible.
