[BUG] Old reports for notebooks does not work #138

Describe the bug
Since notebooks is merged to observability, the URL has changed. Old report definitions created with notebooks no longer work.

To Reproduce
Steps to reproduce the behavior:

  1. create report definition for a notebook
  2. remove notebook plugin and install observability plugin
  3. the report definition does not work

Expected behavior
observability should redirect legacy notebook URL to current URL
