Build from public Maven instead of mavenLocal

Since OpenSearch maven artifacts are now published on public Maven repository, allow a way for plugin developers to take a dependency on a -SHAPSHOT. Currently requires building OpenSearch and all dependencies, and publishing to local maven.

PR #141 merged to resolve this issue. Closing this.

The order of dependencies is incorrect and needs to continue including mavenLocal for the bundle build to work.
