[FEATURE]Add data-prepper for Nginx Integration

Add a data-prepper pipeline for the nginx integration - this should include 
 - README describing the setting up of the data-prepper-pipeline
 - Local docker compose sample for a file source pipeline 
 - actual (s3) pipeline that may be used for the logs ingestion
