Enhancements to Lucene Snapshots Workflow

Is your feature request related to a problem? Please describe.
Today our Lucene snapshots workflow requires a maintainer to manually kick off a build & submit a PR with the version bump. We can automate this further and push updates to the repo similar to dependabot PRs.

Changes will almost always require manual intervention but will help spread the load around of bringing the changes in.

Describe the solution you'd like
Automate the workflow to run on a cadence (bi-weekly?).
Auto submit a PR including a digest of the latest changes.

Leaving as is.

@msfroh @andrross can you both help out please? Basically we want to make sure that we are looking at all changes that Lucene upgrade is bringing in, frontload the testing and identify testing gaps.
