[BUG] [Remote Cluster] Local State recovery should bring up remote indices in GREEN state

Describe the bug
After quorum loss if we recover from local disk instead of remote cluster state, we would populate incorrect RoutingTable entries for remote backed indices(with ExistingStoreRecoverySource). Instead we should populate with RemoteStoreRecoverySource

Expected behavior
Local disk cluster state recovery should bring up remote indices in GREEN state
