[Build] cache Node executables and argument for CLI to download from a path

We downloaded from a mirror site which is no longer available. Which prevented builds from being successful. So we reverted back to the previous link.

But we should think about caching and then utilizing it before reaching out to the official server. Also provide the ability to pass by argument this link to avoid any last minute outages that require a code change.
