[BUG] broken link behind wrench in Dev-tools/console

Describe the bug

When I click on the wrench in the dev tools and pick the "open documentation" option, I navigate to a non existing page.

To Reproduce
Steps to reproduce the behavior:

1. Go to your Dashboard
2. Click on the hamburger menu
3. under Management click Dev Tools
4. In the middle of that page you have an arrow and a wrench, click the wrench
5. From the dropdown pick "open documentation"

Expected behavior
A working url, pointing me to documentation on how to write queries and use the dev tool

OpenSearch Version
1.2.3 via docker

Dashboards Version
1.2
