Update README.md (#404)

1. rename it to collaboration summit, so that it's clearer that non-collaborators can come as well (and I think offline we call it collaboration summit a lot more often than calling it collaborator summit).
2. Clarify a bit about what the summits are. Also not that many projects have these so it may be better to just say, some projects host them.
