8373893: Refactor networking http server tests to use JUnit

Backporting JDK-8373893: Refactor networking http server tests to use JUnit.

This PR Migrates HTTP server tests from TestNG to JUnit 5, converting annotations (@test, @BeforeTest/@AfterTest, @dataProvider), assertion methods, test lifecycle methods, and parameterized test patterns across 30+ test files in the com.sun.net.httpserver test suite.

For parity with Oracle JDK.

Ran related tests on linux-x64, linux-aarch64, macos-aarch64 and windows-x64:

make test TEST=test/jdk/com/sun/net/httpserver
