This PR addresses #4. It adds an optional object to the root service response that, if MQTT is supported, lists the connection URLs for the MQTT service.
I've specifically added that other entries in this object are also allowed, so that other documents (future Tasking or Event Processing) can also add entries there if they add features that can not easily be detected by probing the service.
