Packagekit was removed from meta-openembedded/meta-oe by reason :
BROKEN: depends on old deprecated libopkg which is currently disabled and will be removed soon

recipe version was 0.5.6, now is - 1.2.8

Is it planned to return packagekit to the build and if not, for what reasons?

Nobody fixed it since 2015 when it was blacklisted in 8411222, if you want to maintain newer version of packagekit in meta-oe, then patches are welcome.
